CTP is not only passionate about protecting our children, educators and administrators, but also protecting the sanctity and experience of our education system as a whole. As the primary intelligence contractor for the Department of Homeland Defense, CTP is responsible to investigate all domestic mass shooting in the U.S. This includes the school shootings at Rob Elementary in Uvalde, TX, The Covenant School in Nashville, TN, Sandy Hook Elementary in Newtown, CT and more. Through this experience, we’ve been shown critical insights into the behaviors, motivations and methodologies of mass school shooters. In each and every event, the key behavior and methods of each shooter was 100% shared and predictable. In each and every event, the shooter successfully exploited safety and security failures. In each and every event, the shooter provided indications of their intent to kill. And, in each and every event, opportunities to engage in the right way were missed.

Our Process

Investigative Research

Meticulous research is the foundation for a comprehensive assessment. We work with FEMA, DHS, federal law enforcement, local law enforcement and local emergency services to gain deep understanding of the human and natural threats your school faces each day. We conduct staff and security interviews to understand your operations, traffic patterns, foundational training and perceived vulnerabilities. We analyze facility blueprints, current and past threat mitigations, external grounds and your socio-political environment. The intelligence gathered is used to construct a comprehensive Assessment Plan. At our own risk, we begin the research phase in the sales process.

Knowledgeable Resource Mapping

We work with you to identify existing budget resources and provide funding gap analysis. Upon retainer, our Resource TEAM identifies federal and private grant opportunities and supports you in the selection, writing and securing of necessary funding. We interface directly with FEMA and the Department of Homeland Defense to secure millions of dollars of available grant funding made available specifically for both public and private educational institutions.

School Safety & Security Assessment with Defense Grade Precision

We set clear assessment objectives and perform fast, efficient and thorough Safety, Security & Emergency Preparedness Assessments with defense grade precision. We provide immediate recommendations, when called for, to mitigate potentially dangerous vulnerabilities right away. A thorough safety and security assessment is the basis for achieving meaningful preparedness. Our Safe Schools Program includes beginner to advanced assessment solutions, resource mapping and gap analysis of existing safety and security protocols, emergency response plans, crisis action and pre/post recovery and threat management protocol.

School districts with existing safety and security programs can request an assessment of current policies/procedures, emergency plans, crisis action planning, advanced education and training on threat detection, trauma incidents and human behavior management.

The assessment is customized to your safety and security needs and contains a full complement of consultancy, training, grant writing and education options. The Safe Schools Safety & Security Assessment is delivered with a set of comprehensive recommendations that equate to a highly tailored Safety, Security & Emergency Management architecture designed to exist in alignment with your school’s culture and values. We consider every detail of every possible scenario and recommend specific access control, surveillance, crime prevention, violence prevention, process, procedures, emergency planning, continuity planning, training, crisis response protocols and physical security engineering to prevent loss of life and assets in the event of a human or natural disaster.

Technical Consulting from the Multidisciplinary Perspective

Addressing the ever-growing ideology of threats, vulnerabilities, hazards and risks to students, staff and members of the community involve complex, even complicated process and procedures. Manuals, guidebooks, or toolkits are a small fraction of the necessary requirements. 

Superintendent, administrative staff, educators, SRO’s or dedicated violence prevention teams need a foundational knowledge and skills of safety and security.

Understanding the school or administration baseline of safety and security processes and procedures is critical before implementing desired recommendations. Whereas all schools are racing to receive additional funding from local, state, or federal grants, the implications of “blind” purchasing the first new item, device or active shooter training may be indispensable, but cause future concerns of maintenance and sustainment.

CTP works directly with you and your engineers, architects, contractors and other personnel to properly implement critical mitigations, provide key trainings to staff and district personnel and assist with the adoption of new procedures and perspectives that improve overall safety and security. We also provide technical consulting in building renovation, landscaping and new construction design to establish built-in CPTED functionality of your urban and natural environments.
